Swearing-in of the Prime Minister and his Government for the period 2026/2028

 

On 13 December 2025, following the speech by His Most Reverend Highness the Prince-Abbot of Sabourg, in the heart of Place Saint Martin in Seborga, in the presence of subjects and guests at the commemoration of the Prince-Abbots of Sabourg, His Excellency Prof. Lucio Mario Porrone, Interim Prime Minister, took the floor to thank the Minister Councillors of the Dicasteries for the period 2023/2025, who were leaving the Government. The Minister Councillors greeted His Most Reverend Highness the Prince-Abbot and also the Prime Minister.

Following the greetings, the Prime Minister administered the oath of office on the Constitution of the Principality of Sabourg and the Holy Scriptures before the Prince-Abbot of Sabourg, the Secretary of State Prior of Seborga, the President of the Monastic Council, the High Dignitaries of the Abbatial State, the subjects of Sabourg and the guests.

The Prime Minister offered the customary thanks and greetings, confirming his commitment and devotion to the Sovereign and the people of Sabeaurgeois.

The Prime Minister then called upon the Minister Counsellors who had been appointed for the period 2026–2028 by the Sovereign.

The Chancellor of State: read out Sovereign Order number , inviting the Minister Councillors to take their places in the centre of Saint Martino Square to swear allegiance to the Sovereign in the presence of the Prime Minister, the Secretary of State and the High Authorities of the Abbatial State, namely:

  • His Excellency Mr Bertrand Neveaux, Deputy Prime Minister, Minister for Internal Affairs
  • His Excellency Mr Olivier Laveau, Minister of State, Minister for Justice
  • His Excellency Mr Giorgio Benedetti, Minister for the Economy
  • His Excellency Mr Irvin Regnard Dulberg, Minister for Finance
  • His Excellency Dr. Stéphane Foucher, Minister Counsellor for Health
  • Her Excellency Maria Paone, Minister Counsellor for Agriculture
  • His Excellency Prof. Remo Puoti, Minister Counsellor for Industry
  • His Excellency Prof. Stefano Baldassarre, Minister Counsellor for Education
  • His Excellency Prof. Frederic Pfeferberg, Minister Counsellor for Sport
  • Her Excellency Florence de Barros Conti Benardon, Minister Counsellor for Tourism
  • His Excellency Giuseppe de Agro’, Minister Counsellor for Transport
  • His Excellency Mr Marco Barbetti, Minister Counsellor for Urban Planning
  • His Excellency Dr Elvino Vatteroni, Deputy Minister for Health

Following the swearing-in ceremony, the gift made by His Eminence Most Reverend Monsignor Gérarg Berrier, Secretary of State Prior of Seborga, was highlighted, with the relic of Saint Martin being paraded in front of the square dedicated to him by the Benedictine monks of Sabourg. The relic was entrusted to Her Excellency Mrs Maria Rosa Esposito, Minister of State and Director of the Prince’s Cabinet.

The relic was escorted by the Gendarmes and representatives of the Equestrian Order of Saint Martin the Charitable, Her Excellency Sister Anna Ieneccaro, Grand Director of Ceremonies, and Mrs Sylvie Santonacci, Commander of the PACA Region, to the Chapel of Saint Mary Magdalene.

The ceremony ended with the recitation of Psalm 91, Sub Umbra Sedi, the motto of the Sabourg.
